VA WARNS OF TELEPHONE PRESCRIPTION SCAM

The Department of Veterans Affairs (VA) is warning veterans not to give credit card numbers over the phone to callers claiming to update VA prescription information.

"Some unscrupulous scammers have targeted America's veterans, especially our older veterans," said the Honorable R. James Nicholson, Secretary of Veterans Affairs. "VA does not call veterans and ask them to disclose personal financial information over the phone."

The latest scam, currently centered in the Midwest, comes from callers who identify themselves as working for the "Patient Care Group."   They say VA recently changed procedures for dispensing prescriptions and ask for the veteran's credit card number.

"VA has not changed its processes for dispensing prescription medicines," Nicholson said. "And we've definitely not changed our long-standing commitment to protect the personal information of our veterans."

Veterans with questions about VA services should contact the Michael E. DeBakey VA Medical Center at (713) 794-7288.  Information about the scam can also be obtained by calling the national VA toll-free hotline at 1-877-222-8387.

NATIONAL DEFENSE TRANSPORTATION ASSN SCHOLARSHIP DEADLINE - October 27

To be eligible for the 2005 National Defense Transportation Association scholarship, applicants must have completed thirty semester hours by January 1, 2006. Candidates must be actively pursuing a degree in their chosen field. Applicants preparing for careers in the Transportation or Logistics field are especially encouraged to apply.

Mandatory Requirements: Grade Point Average - 2.7 overall, Academic Transcripts, Resume

Participation in any of the following is desirable: NROTC, AROTC, AFROTC, RESERVES, NATIONAL GUARD

NATIONAL VETERANS DAY CONCERT BY VA-NATIONAL MEDICAL MUSICAL GROUP - Nov 7

Fresh from their annual Flag and Independence Day Concert in late June on Capital Hill, the internationally renowned 200-plus member VA-National Medical Musical Group will present their fifteenth annual Veterans Day Concert before an audience of 5,000-plus at the Second Baptist Church in Houston, Texas, on Monday, November 7, 2005 at 7:30 p.m. The concert is free and open to the public.

Hosted by Bill Kurtis of A&E Network's "Investigative Reports" fame, the program will include a variety of patriotic, classical and light classical favorites as well as readings by local dignitaries.  The timeless imagery of "City on a Hill," often quoted by President Ronald Reagan from John Winthrop's legendary sermon of 1630, will resound throughout the concert.

A non-profit organization founded in Washington, D.C. in 1991 and the largest medical musical group in the United States, the VA-National Medical Musical Group (VA-NMMG) membership spans almost every state.  Many are associated with the Department of Veterans Affairs or with medical practice, teaching, or research and travel to concert sites at their own expense.

In addition to performances before the U.S. Congress and patients at Walter Reed and Bethesda Naval Medical Centers, the VA-NMMG has a performed at The White House, United Nations, Carnegie Hall, Kennedy Center, Chicago's Symphony Center and the Las Vegas Hilton Theater. VETERANS DAY TRIBUTE - LEGACY OF FREEDOM - November 9

The Sugar Land Rotary Club will have a fund raiser for Impact A Hero Fund, Freedom Alliance and Veterans Organizations.  The event will be NOVEMBER 9th,  7:30 TO 9:00 PM in the Worship Center of Sugar Creek Baptist Church, 13333 Southwest Freeway.

The speaker will be LtCol Oliver North, USMC (Ret).  Oliver North is a New York Times best-selling author, the host of War Stories on FOX News Channel, and a war correspondent for Fox News Network.  He was assigned to the National Security Council Staff in the Reagan Administration.  He is a graduate of the U.S. Naval Academy and served 22 years in the United States Marine Corps.  He served in Vietnam and his awards include the Silver Star, the Bronze Star for valor, and two Purple Hearts for wounds in action.

Serving as master of ceremonies will be Bill Balleza, a decorated Viet Nam war veteran and now news anchor at Channel 2, Houston.

HOUSTON MILITARY AFFAIRS COMMITTEE MEETING - Nov 10
Assistant Secretary of Defense for Reserve Affairs

The speaker is the Assistant Secretary of Defense for Reserve Affairs Thomas Hall.

Thomas F. Hall, a native of Barnsdall, Oklahoma, was sworn in as the fourth Assistant Secretary of Defense for Reserve Affairs on October 9, 2002. A Presidential appointee confirmed by the Senate, he serves as the principal staff assistant to the Secretary of Defense on all matters involving the 1.3 million members of the Reserve components of the United States Armed Forces. He is responsible for overall supervision of Reserve component affairs of the Department of Defense.

Mr. Hall is a retired two-star Rear Admiral having served almost 34 years of continuous active duty in the United States Navy. He is a distinguished and decorated Naval Aviator, who served a combat tour in Vietnam. He has performed in numerous high level staff, command, and NATO positions during his career. He commanded Patrol Squadron EIGHT, Naval Air Station Bermuda, and the Iceland Defense Force. His final military assignment was as the Commander/Director/Chief of Naval Reserve. His military awards include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, Air Medal, and various other personal and unit decorations. He was awarded the Order of the Falcon, with Commander’s Cross, by the President of Iceland in recognition of his accomplishments and service as Commander Iceland Defense Force. He has been inducted into the Oklahoma Military Hall of Fame.

Mr. Hall attended Oklahoma State University for one year before entering the United States Naval Academy in Annapolis, Maryland. In 1963, he graduated from the Academy with a bachelor’s degree in Engineering and was named as one of the top 25 leaders in his class, having commanded both the top Battalion and Company. He was, also, awarded the Brigade Intramural Sports Trophy. In 1971, he received a master’s degree in Public Personnel Management from George Washington University. He graduated with highest distinction from the Naval War College; with distinction, from the National War College; and from the National Security Course at Harvard University. He was selected as a Fellow and served on the Chief of Naval Operations Strategic Studies Group.

Mr. Hall has served on the Boards of Directors of numerous nonprofit organizations that are supporting the needs of our veterans and citizens in general. Prior to returning to government service, Mr. Hall served as the Executive Director of the Naval Reserve Association for six years. The Naval Reserve Association is a 501 (c) (3) nonprofit veterans’ organization that represents over 23,000 Naval Reserve officers, members, and their families.
 
The meeting will be held at at 11:30 at the Doubletree Guest Suites, 5353 Westheimer, Houston just west of the Galleria on the south side by the Capitol Grille.  Parking is $1 in the parking garage.  Do not park in adjoining shopping center as cars will be towed.

HOUSTON VETERANS DAY CEREMONY AND PARADE - November 11

The 7th Annual Houston Salutes American Heroes Veterans Day Commemoration and Parade will be held on Friday, November 11, 2005 in downtown Houston. The Houston VA National Cemetery, in conjunction with the City of Houston, is proud to continue the tradition of honoring the brave men and women who have risked their lives for our great nation.

The US Navy Band will play from 9:30 a.m. to 10:00 a.m.. A Commemoration Ceremony will take place from 10 a.m. to 11 a.m. at Hermann Square in front of City Hall, downtown Houston, 901 Bagby Street.  Bill Balleza, television anchor for KPRC-TV Ch. 2 NBC, will serve as master of ceremonies. A Parade of Heroes will follow at 11:30 a.m. and begin at Smith and Texas, proceed down Smith to Lamar, right on Lamar and conclude at Bagby Street.

STALIN AND SADDAM - THE TOTALITARIAN MIND - December 13

Jonathan Brent is the senior editor at Yale University Press and director of the Annals of Communism publishing program. Yale University Press Annals of Communism program has published 19 books based on the Soviet Archives and the plan is to publish an additional 9 books. He has gained access to Stalin's personal archive. Saddam modeled his political party, secret policy, and military on Stalin's institutions and his officers were directly trained by Soviets. With the Hoover Institute at Stanford University Jonathan is working on a program to digitize and publish the Stalin Archives.  Jonathan also has gotten into the Mexican Soviet Archives and Yale University Press in 2006 will publish a book on the Mexican Communist Party. This will be a most interesting talk and discussion period.

The talk will be held in the 2nd floor conference room at Compass Bank River Oaks, 2001 Kirby Drive (San Felipe and Kirby) at 11:30 AM.  The cost is $15

BUFFALO SOLDIERS NATIONAL MUSEUM 6TH ANNUAL BENEFIT GALA - February 24

The event will take place at the Hilton University of Houston, 4800 Calhoun St. with a reception at 6:30 PM with dinner served at 8 PM.  Tickets are $50.

The gala is one of the highlights of the city with 400 attendees last year.  The gala celebrates the Museum's ongoing mission to preserve, promote and perpetuate the history, tradition and outstanding contributions of the Buffalo Soldier and African-American soldiers from colonial times to the present.  There will be music, dinner and a silent auction.

Bay Area Houston Economic Development has established an Ellington Field Task Force (EFTF) with a mission to "Retain and Grow military assets at Ellington Field with reference to the Base Realignment and Closure Process for 2005 (BRAC 2005)." 

Bay Area Houston and Ellington Field can lose the 147th Fighter Wing / Air National Guard UNLESS our Ellington Field Task Force develops, performs and engages key elected officials in an effective and active BAH EFTF plan. All other military-based communities across the U.S., including Texas and Louisiana, have long ago engaged strong, very active BRAC 2005 community strategies and efforts, engaging elected officials, community groups, business leaders and industry lobbyists in active lobbying of federal officials and military/homeland security committees in Washington, DC and state officials/committees in Austin. At least four communities include in their mission and strategic message – the relocation of the 147th Fighter Wing to their locations.

Dear Mr. Fowkes:

Thank you for contacting me regarding the Department of Defense's Base Realignment and Closure (BRAC) recommendations for Ellington Field.  It is extremely valuable when considering important issues to know the views and concerns of my constituents, and I appreciate you taking the time to write.

As you may know, on May 13, 2005, the Department of Defense (DOD) released its BRAC recommendations for reorganizing our country's military base structure to more efficiently and effectively support our forces and to increase operational readiness.  Included on this list was a recommendation to retire the F-16's operated by the 147th Fighter Wing of the Texas Air National Guard.  Losing these fighters jets would not only have a significant impact on the Ellington Field community, but most importantly it would have a negative impact on the overall strategic security of our region. 

I am strongly in favor of retaining the current military assets of Ellington, and have contacted Defense Secretary Donald Rumsfeld, Homeland Security Secretary Michael Chertoff and many other military leaders to voice my support for Ellington.   It is of critical importance that the 147th Fighter Wing, the backbone of Ellington, be able to continue its Air Sovereignty Alert mission that protects our region.  On July 11, 2005, the BRAC Commission, the independent panel that is charged with reviewing the DOD's recommendations, will hold a regional hearing in San Antonio to hear testimony about Texas' military installations that may be affected by the BRAC process.  At this hearing, I will be joined by members of the Ellington Field Task Force and others to present our strong case in favor of retaining Ellington's assets.

The BRAC Commission will review the data associated with Ellington Field and will have the opportunity to disapprove of the DOD recommendations before transmitting their findings to President.  Later this year, the President will send the final package of recommendations to the Congress, which can only approve or disapprove the entire list of base realignments and closings.

Ellington Field is vital to the protection of the Texas Gulf Coast and is an integral part of our nation's homeland defense.  As the guardian of the Houston region, Ellington protects many extremely valuable assets - including the Port of Houston, NASA, the Texas Medical Center, and numerous petrochemical and refining facilities.  Please rest assured that I will continue to fight hard at all levels to make the case for Ellington Field's prominent role in our national defense.

BRAC DECISION ON 147TH FIGHTER WING

At the Base Realignment and Closure (BRAC) Commission hearing in Arlington, VA late Friday, the BRAC Commissioners voted to retire the F-16 Fighters assigned to the 147th Fighter Wing of the Texas National Guard at Ellington Field as recommended by the Department of Defense.  No other aircraft were assigned to replace the departing fighter aircraft.
 
Disappointment was expressed by Ellington Field Task Force officials who were present for the final vote: John Cook, Chairman; John Martinec, Director; and Gene Tulich, Deputy Director.  These officials worked closely with the BRAC Commission staff as well as community and military leaders to have the BRAC Commission reverse the original DoD recommendation.  Even though the Task Force presented strong arguments regarding the national strategic assets in the Houston area and surrounding Texas Gulf Coast, and Commissioner Hansen’s amendment attempted to reverse the recommendation, the Commission elected to agree with DoD.
 
The Ellington Field Task Force is disappointed for the disruption to the jobs and careers of the fantastic men and women of the 147th Fighter Wing including those currently serving in Iraq. 
 
Ellington Field Task Force Chairman John Cook said the work of the Task Force has yielded significant results over the 2 years of its existence including:

  1. People are now engaged and understand the issues.  The tremendous support across federal, state, regional and local officials and community leaders inspired the Task Force personnel.

  2. The Task Force was the originating leader in the Ellington Field Joint Reserve Base that involves the movement of the Army’s 75th Division as well as the Navy and Marine Corps Reserve units from Old Spanish Trail near the Texas Medical Center to Ellington.  As a result of the BRAC recommendations, additional Army Reserve and Army National Guard units along with an Air National Guard non-flying unit will be moved to Ellington.

  3. The Task Force worked with appropriate personnel to help get the Predator Squadron assigned to Ellington.  The Predator, an unmanned aerial vehicle, has applications in homeland security along the ship channel, offshore, and along the Southwest border.  However, as capable as this aircraft may be it is no substitute for the F-16 combat alert fighters of the 147th Fighter Wing Texas Air National Guard.

Chairman John Cook said that Ellington Field Task Force will continue to press forward with the continued support of the community to expand and enhance the military and homeland security missions at Ellington Field Joint Reserve Base.

Efforts are continuing to ensure the presence of the 147th Fighter Wing to protect the National Strategic Assets in the Houston area.  Developments will be posted.

The new larger AAFES Base Exchange is now open.  The exchange service provides an important benefit to our military by supporting the troops through Morale, Welfare and Recreation funds.
The exchange includes a food court consisting of the Robin Hood sandwich shop and an Anthony's Pizza.  There is also a barber shop and a cleaners.

On Monday, August 15, 2005, a historic signing ceremony was held as ExxonMobil transferred 35 acres of land to the Veterans Museum in Texas.  The site location at Interstate 45 and Scarsdale Blvd. will allow the Veterans Museum committee to move into the next phase of development to include fund raising with local, state, and federal partners along with foundations, corporations, and individuals whose interest is in preserving the memories of all veterans through an oral history project but to include collections of artifacts donated by veterans. 

In attendance was former Governor Mark White; Houston Councilwoman Toni Lawrence; Admiral Robert Kramek, former Commandant of the Coast Guard and museum Board Member; Board Member Major General Stuart Haynesworth, USAF (Ret);  Pasadena Mayor John Manlove; Oliver Luck, President, The Houston Sports Authority; Ms. Kim Nguyen, Former President of the Houston Viet Namese Community Association; representatives of Governor Rick Perry, Senator John Cornyn,  Congressman Ted Poe, and Councilwoman Shelly Sekula-Gibbs; along with many other community leaders.

The branches of the Armed Forces, the American Red Cross, the USO, the Veterans Administration, and the Houston Military Affairs Committee, among others have organized a combined family support program to serve the needs of the Houston military community.

The Houston Area Inter-Service Family Assistance Committee will support active duty families, as well as reservists.  The latter group have additional needs as they transition from civilian life to active military due to pay differences, residences remote from military facilities, etc.  The committee will work with the Texas InterService Family Assistance Committee.

The purposes of the committee are to promote military family programs; coordinate activities, share ideas and resources, serve as a clearinghouse, enhance communication, and expedite the flow of information in an attempt to assist military families in the Houston area; as well as promote the military and its contributions to the city, state and country in the greater Houston area.

Overseas Mail Delays Something as simple as adding the name of the destination country to an
address can delay the delivery of mail to service members overseas.  By writing "Iraq" or "Kuwait" on a letter or package it is routed through civilian mail channels rather then military ones.  Significant delays
in mail delivery can be attributed to the sorting machine's inability to discern whether or not the letter is intended to reach an Army or Fleet Post Office address.  To alleviate this situation, senders need to follow the latest rules for the military postal service.  They can be located at:

Legal Assistance for Deployed Personnel: The USO has worked out an arrangement with the Law Firm of Akin Gump Strauss Hauer and Feld LLP to provide legal assistance at no cost to the families of military personnel who have been deployed to Iraq and Afghanistan. Christopher M. Odell, an attorney with this firm is volunteering his services to those families as well as providing legal services to veterans of Operation Iraq Freedom and their families..Christopher Odell and the USO agree that many National Guard and reserve families clearly are faced with financial issues as a result of budgets previously based on a civilian salary.
Christopher Odell will be handling the legal assistance during the inception of this program. As it progresses, based on the volume of requests for assistance, more attorneys from the firm may also become involved.
The Law firm will now include many more of the firms attorneys who will also donate their services that include Landlord/tenant eviction problems, litigation, benefits, taxes, wills, and estate issues. This is in addition to any sort of other legal issues.

TSA - SPECIAL ACCESS PASS TO LET MILITARY FAMILY MEMBERS BEYOND AIRPORT SECURITY GATES. USMC press release -- the Transportation Security Administration issued a security directive pertaining to military passengers that allows the airlines to issue a special access pass that allows family members to accompany the service member through airport security check points or to meet them at the arrival gates.
According to TSA Security Directive 1544-01-10w (Access to Sterile Concourse for Non-traveling Individuals), Military Passenger Family Members may be given a pass to escort the military passenger to the gate or to meet a military passenger's inbound arrival at the gate.
Family members who want to escort the service member to the departure gate need to process through the ticket line when the service member checks in. The airline will issue the special access passes and the group will need to proceed through the security station at the same time. Family members who want to meet their service member at the arrival gate should first check to see if the airport has a USO Office. The USO is working with TSA and the airlines to secure the special access passes. If the airport does not have a USO Office, family members should go to the ticket counter of the airline that the military member is flying on and request the passes. Family members will need to present the pass and photo ID to get through the security checkpoint.
Not all airports and airlines are able to issue the special access passes to meet returning service members at the gate due to local security situations. One way to make this process easier, is for the traveling service member to inform the ticket agent at check in, that family members will be contacting the ticket office at the arrival destination to request the special passes.

SBA Creates Unit to Help Service-Disabled Veteran-Owned Small Businesses Gain Better Access to Federal Contracting Opportunities. An office created by the U.S. Small Business Administration will help service-disabled veteran-owned small businesses navigate the federal contracting marketplace and gain better access to federal contracting opportunities.
The Office of Federal Contract Assistance for Veteran Business Owners, established in accordance with a Presidential Executive Order, will provide service-disabled veteran business owners with a single point of contact to address their questions and concerns and receive clarification on procurement opportunities designated for them.
It will also: offer guidance on sole-source and set-aside procurement opportunities, and protest and appeal procedures; help federal agencies meet their 3 percent prime and subcontracting goals; and
provide guidance to federal contracting officers on the criteria used to verify service-disabled-veteran status, and determine business ownership and control requirements.
The Executive Order: directs heads of agencies to develop a strategic plan to provide more contracting and subcontracting opportunities to service-disabled veteran-owned small businesses; establishes a goal of not less than 3 percent for participation by service-disabled veteran-owned businesses in federal contracting and gives agency contracting officers the authority to reserve certain procurements for service-disabled veteran-owned small businesses; and requires the administrator of the SBA to designate an appropriate entity within the SBA to work with the Veteran Affairs' Center for Veterans Enterprise to provide information and assistance in federal contracting to service-disabled veteran-owned businesses.

NEED FOR SPEAKERS AND SUBJECT MATTER EXPERTS

Over the past few months, the Houston Military Affairs Committee has had several requests for speakers for various groups and institutions as well as the media on specific topics particularly Iraq and North Korea.  Retired personnel or those with recent experience are especially desired.  Persons from all the services are needed.  We also need commentators on readiness, logistics, the various war fighting skills, etc.

Many of those who have responded have been on local TV and radio programs.

HOUSTON MILITARY AFFAIRS COMMITTEE MEMBERSHIP DRIVE

The Houston Military Affairs Committee is conducting its annual membership drive.

The Houston Military Affairs Committee was formed in 1931 as part of the Chamber of Commerce and is now an independent 501-c-3 non-profit organization. HMAC is a member of the Greater Houston Partnership.

HMAC is dedicated to supporting the military and veterans in the greater Houston area.  This is accomplished by conducting the Annual Armed Forces Day Military Ball as a benefit to support the USO which helps our servicemen locally and in transit at our two airports.  We are resuming ROTC/JROTC awards, as well as serviceperson-of-the-year awards to honor our outstanding active, reserve, and guard enlisted personnel.  We support the Veterans Museum in Texas which is an exciting project to honor our veterans.  Members of the committee are active in the Ellington Field Task Force to keep the 147th Fighter Wing and establish a Joint Base.
